I think the intent is to make sure any improvements made to the components are shared, alas historically there has been some companies that used GPLed code and provided it over a network to customers. IIRC MySQL was one of such, where you would have hosting providers selling MySQL hosting (with some modified MySQL that was not shared upstream).
