The way I understood it, Meltano should not be considered to incorporate or depend on AGPL code because it is not in any way specifically catered to (or expects to be run along with specific) AGPL code. It is specifically catered to the Singer specification, of course, but it's not the spec that's AGPL, but rather specific implementations of it. Since non-AGPL taps and targets exists, and the full Meltano experience is available when used with those, it cannot be said to incorporate or depend on AGPL source. Most users of Meltano may be using it with AGPL code, but that "dependence" is on the users, not a quality of Meltano itself.
