Relax smart-open dependency constraint to allow 8.x and adjust filesystem state store text IO type hints accordingly.
Enhancements:
• Update type hints in filesystem state store readers/writers from TextIOWrapper to generic text IO to align with newer smart-open versions.
Build:
• Broaden smart-open dependency upper bound from &lt;8 to &lt;9 in pyproject.toml to support smart-open 8.x releases.
